SECTION
A : PROGRAMMME DESCRIPTION AND OBJECTIVES
Introduction
The
FGN/IFAD Value Chain Development Programme (VCDP) is a Loan Agreement of USD
104.4 Million between the Federal Government of Nigeria (FGN) and International
Fund for Agricultural Development (IFAD).
The
goal of FGN/IFAD VCDP is that the
incomes and food security of poor rural households engaged in production,
processing and marketing of rice and cassava in the targeted LGAs are enhanced
on a sustainable basis with emphasis on Poor rural households engaged in
the cassava and rice value chains serve as the primary target group, including
smallholder farmers cultivating up to five hectares (5 Ha) of land, small-scale
processors and traders.
The
entry point is through organized groups of producers and processors, with
particular attention to both women and youth groups.
In
addition to evident demand and commitment, as well as production and
development potential/ opportunities, this serves as the basis for the set of
criteria used in identifying the programme areas in which VCDP will intervene.
In the interest of maximizing impact, only six States were selected for
programme implementation namely; Anambra, Taraba, Benue, Ebonyi, Niger and
Ogun. Within each State, the programme will target three (3) Local Government
Areas (LGAs) selected on the basis of objective criteria. It will be
implemented in one additional LGA for each of the leading cassava and rice
States, Consequently, 20 LGAs are being targeted under the current programme.
The Programme Development Objective (PDO) is “Incomes and food security of poor rural households engaged in
production, processing and marketing of rice and cassava in the targeted LGAs
enhanced on a sustainable basis”. The achievement of the PDO at the end of the
Programme life will be measured by the following indicators:
ü At least 30% of
targeted smallholder farmers and VC operators ( by sex and age) have increased
their real agricultural income by at least 20%.
ü Increase
in household asset index of 10% by PY6 in Programme area.
ü At
least 20% reduction in the prevalence of child malnutrition in the Programme
LGAs .
ü Increased households’ food security of 10 % by PY6
in Programme area.
Programme
components
The
programme will be implemented over a six-year period and it comprises the
following three complementary and mutually reinforcing components:
(i) Agricultural Market Development, (ii) Smallholder Productivity
Enhancement, and (iii) Programme Management and Coordination.
As contained in the VCDP
Logical framework, the following Outcomes are expected from the three
components:
Component 1: Agricultural Market Development: (i)
Increased value
addition and access to markets realized by beneficiary smallholder farmers as
well as small and medium-scale processors; (ii) Demand-driven infrastructure
for improved access to markets realized and sustainably managed by the
beneficiary. The
Component
2:
Smallholder Productivity Enhancement: (i)
Farmers’ Organisations (FOs) in the Programme areas effectively serve their
members; (ii) Production and productivity of smallholder rice and cassava
farmers in the Programme areas increased.
Component
3: Programme Management and
Coordination: Programme
efficiently and effectively managed to achieve Programme results with
communication and knowledge management integrated in all aspects of Programme
management.
SECTION B: EXECUTIVE SUMMARY
This
report elucidates achievements of the Ogun State SPMU office of the IFAD/FGN
Value-Chain Development Programme (VCDP) for the period January to December
2015.
In
the period under review , the SPMU conducted Sensitization for a, Need
Assessment Study (PRA), farmers profiling with 102 FOs profiled with
1503members. The Baseline Study for the programme was conducted in the three (3) implementing LGAs of Obafemi/Owode,
Yewa North and Ijebu North-East of Ogun
State.
Moreover,
at the State level, the SPMU conducted Market Assessment Activity and
Off-takers Forum.
A
total of 200 ha farmland was identified and proposed for land development, and 150ha for
irrigation to be developed.. The programme in the State facilitated the signing
of 4 MOUs with relevant off takers. Stakeholder. Also, 60 farmers from 30
profiled FOs were supported to participate in the Mini Trade fair held during
the 2015 World Food day.
The
programme supported the State ADP to conduct the 2015 Pre-season Training in
its 4 operational zones. Also, 3 farmers were supported as out-growers to establish 4.ha of Rice for
improved rice seed with 1.0mt of rice
processed for use by our farmers. An individual and a FO were appointed as outgrowers for 4.0ha of
Cassava cuttings. In the vein, the SPMU supported the ADP for the
establishment of 12 demonstration plots
for Rice and Cassava on 0.5ha each.
The
SPMU prepared VCAP and PBP for producing and processing FO in 8 clusters.
Step-down trainings were conducted on Good Agronomic Practices for Rice and
Cassava, False Bottom Processing Technology and Innovation platform. The
relevant institutional structures were put in place with the constitution and
inauguration of the Value Chain Steering Committees at the State and Local
Government levels.
Finally,
the State paid her counterpart fund for year 2014 and 2015 totalling
N124.6Million.
SECTION
C : REPORT OF ACHIEVEMENTS ON COMPONENT
BASIS
v Participating Local Government Areas
The participating Local
Government Areas in Ogun State are
Obafemi/Owode
Ijebu North East
Yewa North.
The State Government is
yet to nominate the 4th Local Government to participate in the programme.
1.0 Component 1: Agricultural Market
Development
The aim of this component is
to enhance the profitability of smallholder farmers and small/medium-scale
agro-processors by improving their access to markets and their capacity to add
value to locally produced raw materials. The component is divided into two
sub-components, comprising (i) support to value addition and market linkages,
and (ii) support to market infrastructure. The following activities were
carried out under component 1 for the period under review:
1.1.
Market Assessment
Activity
A
Market Assessment exercise was conducted in April by Ogun State VCDP in conjunction with National Office of VCDP.
The exercise was to facilitate identification of marketing constraints along
the Cassava and Rice Value chains in the State.
Participants included farmers groups, processors, marketers and some
selected commodity off-takers. In addition, marketing officers from the other
participating States were in attendance.
1.2.
Conduct
of Off-takers forum
The
off takers forum was conducted on the 11th of June 2015. The forum
brought together major off takers, processors and farmers for both rice and
cassava in the participating LGAs. A total of 80 people participated which
included officials of Atlantic Distilleries Igbesa, Thai Farms Ososa, Matsol
Farms in siun and Farmers. The essence of the meeting was to assure markets for
the farmers and the conflicts between the farmers and off-takers. Copies of
proposed MOUs were discussed and stakeholders were given copies to peruse and
finalize for adoption. Prior to this an engagement meeting of major off-takers
in rice and cassava in the six participating States was facilitated by IFAD
country office in Abuja on the 4th of June, 2015. Ogun State was represented by
MATSOL farms, Thai Farms and Bode Adenekan Enterprises
1.3.
Inventory of Existing
Infrastructure in the identified Cluster Areas of the Programme.
An inventory of the existing infrastructure in
the cluster area identified in the 3 Local Government of the programme was
carried out. This was aimed at establishing the status of existing infrastructures in the Programme Area and thereby
provide the another platform of progress recorded with the infrastructural
intervention of the Programme.
1.4.
Rural Farm Roads
for Rehabilitation/Construction.
Based
on the PRAs conducted and the preliminary VCAPs
prepared, farmers organization in
different clusters identified farm roads
that requires intervention and will
facilitate/ease movement of farm produce
from the production sites in their cluster. The roads identified are:-
(i)
Ijiwo – Sowunmi Road. =====

Shangisha – Abatan Road ====== 3 km
(iii)
Imewuro Kishi Junction Road === 5.4km
(iv)
Ododeyo – Oshun River Road.== 6.6km
Also, within the year under review the identified
farm roads were Surveyed, designed and evaluated. The bidding documents which
includes the Engineering drawing and Bill of Engineering Measurements were prepared. The invitation for bids (IFB) from SPs have
been was placed in two national newspaper
on 29th December 2015.
1.5.
Identification
of Farmland for Land Development.
Within
the year under review, 200ha of land were identified and proposed for
land development purposes as indicated in the different VCAPs prepared by the clusters. The identified
farmlands were nominated after evidence of release for not less than ten years
was obtained from the land owners/community. The nominated farmlands were
surveyed to establish the size and suitability. Details are as shown below:-

1.6.
Identification and
Design Potential Irrigation Sites
In order to harness the irrigation
potential of some of the farm lands identified. Ogun State SPMU established 150Ha farm lands that are close to
perennial surface water that can be harnessed for irrigation purpose. The

The identified sites have
had their soil and water quality test carried
out. The rainfall and rainfall data collected to and forwarded
to the national consultant to aid the preparation of the design irrigation for the various sites.
1.7. Rapid
Survey of Cassava and Rice Processing Equipment in Use.
A rapid survey to identify cassava and rice
processing equipment and machinery delivered by other intervention Programmes
across the 3 implementing LGAs in Ogun State was conducted 1st to 4th July 2015
. A total of 12 processing centres were visited in Obafemi-Owode, Ijebu
North-East and Yewa North Local

Linkage between VC Operators & Off-taker
In
the period under review, Market linkages between Value Chain Operators and
Off-takers was brokered and facilitated the signing of Memorandum of Understanding

1.9 Commodity
Trade fairs
The Ogun State VCDP participated in the 2015 World Food Day Mini Exhibition organized by the State Ministry of Agriculture
during the World Food Day. A total of 60
farmers from 30 profiled FOs across the 3 participating LGAs were supported to
participate in the Mini trade fair to commemorate the 2015 World Food day.
1.10 Step-down
Training on False Bottom Technology
A
Step-down training on the demonstration / use of false bottom for improved rice
parboiling system for processors in the participating LGAs of the
State was connducted between 8th
– 9th December, 2015 at Moloku Ashipa. A total of 29 people participated made of 14 males and 15
females.
2.0 Component
2: Small Holders Productivity Enhancement
The main objective of this component is to
enhance smallholder farmer productivity on an economically and environmentally
sustainable basis. Outcomes from this component, in the form of increased
volume and quality of marketable produce, feed directly into Component 1. The
component is divided into two sub-components, comprising (i) strengthening of
farmers’ organizations, and (ii) support to smallholder production.
During the first half of
year 2015, the following activities were carried out under Component 2.
2.1.
Identification of Production Cluster
Sites
In
tandem with the requirement of the project documents, a total of 13 Production/processing
cluster sites have been identified across the three participating LGAs for
programme intervention. Also, the
National Programme Coordinator made a visit to some of the selected site to
verify the potentials of the identified sites on the 22nd April
2015. He visited Eggua (Yewa-North LGA),
Sowunmi and Baara in Obafemi/Owode Local Government Area.
2.2 Sensitization
of Major Stakeholders at LGA level
Three(3)
Sensitization meetings of key
stakeholders have been held in Yewa
North, Obafemi/ Owode and
Ijebu North East LGAs on 21st
of April 2015, 19th May 2015 and 14th July 2015 respectively. A total of 120 , 200 and 372 farmers were recorded as attendance for the three LGAs respectively.
2.3. Profiling/ Inventorization of FOs
in Participating LGAs
In
order to ensure accountability and transparency, profiling of farmers groups in
the identified clusters commenced in June 2015. The exercise is to capture the
basic data of group members into the programme beneficiary database. This will
assist the programme in tracking and monitoring of programme beneficiaries.
As
at December 31st 2015, a total of 1549 farmers have been profiled for 103
farmers’ organizations. The breakdown of the profiled groups as at the
is as indicated in the annexure Tables 1
and 2. In addition, a review/verification of the profiled groups commenced towards the end of the year.
2.4. Support to State Agricultural Development Programme (
Ogun ADP)
The
Programme supported the Ogun State Agricultural development programme and below
are the achievements by funding establishment of demonstration plots.
2.4.1
Support for the conduct of Pre-season training
The
training programme was conducted in the four (4) operational zones of the ADP as follows:
a.
Abeokuta zone, July 7, 2015 - 79 Participants
b.
Ilaro zone, July 8, 2015 - 56 Participants
c.
Ikenne zone, July 9, 2015 - 53 Participants
d.
Ijebu-Ode zone, July 10, 2015 - 69 Participants
Total - 257
Participants included farmers, all frontline
Extension Agents (EAs), Block Extension Supervisors (BESs), Subject Matter
Specialists (SMSs), Zonal Managers (ZMs), Head of Components, Directors, Value
Chain Development Programme (VCDP) Programme Management Unit (SPMU) and VCDP farmers close to each
location. The general objective of the training was to renew and update the
skills, knowledge and competences of all stakeholders especially on Rice and
Cassava.
2.4.2 Input Support for Production of Foundation
Stocks of Rice Seed and Improved variety of Cassava Stem-cuttings: -
In view of the limited time the
programme has at her disposal for execution this year and in order to bridge
the gap created due to dearth of seeds/planting materials, effort was therefore
made to identify farmers that can serve as out-growers for production of rice
seed and cassava planting materials in the short run.
On rice Twenty eight (28) farmers were identified
across the state covering 68.8ha out of which three farmers were eventually
appointed as out growers to establish 4.0ha.

The
rice paddy has since been harvested and post-harvest operations completed. As at end of 2015 1.0mt of ofada rice
seed(Funnabol 1) from the seed farms are available in the ADP seed store. Not
only this, some of the rice samples have undergone germination test. seed
testing as well.
Achievement
on Cassava: - Sixteen (16) farmers were also
screened across the state covering 83.3ha. However, an individual and a farmer
organization were eventually appointed as out growers to establish 4.0ha. The
details is on table below:-

2.4.4 Nutrition
Support Activities for Rural Women and Children.
Two trainings conducted on
preparation of garri and fufu from Vitamin A Bio- fortified
cassava. The Table below shows the training locations and attendance.

At the end of the training in the two LGAs, sixty
five of the participants requested for the yellow variety of cassava stem
cuttings to be planted. (50 from Ijebu
North East and 15 from Yewa North).
2.5.
Preparation Value Chain Action
Plan(VCAP)/Production Business Plan ( PBP)
The
VCAP and PBP for production and Processing FOs were prepared for 8 Clusters
across the 3 implementing LGAs of Obafemi-Owode, Yewa North and Ijebu North
East LGAs. These included Bara, Mowe, Imewuro, Odedeyo, Sowunmi, Alapako,
Eggua, and Aiyetoro
2.6. Dry
Season Rice Farming
In
other to take advantage of this year dry season, a fifteen (15ha)hectares site
have been identified by a group to
produce rice. The production business plan for the 15ha site has been prepared
and forwarded to the programme National office at abuja for clearance. Meanwhile,
land preparation had commenced.
2.7. Step-down Training Conducted.
The
following Step-down training were conducted:
i.
A step down training on the Good
Agronomic Practices in Cassava and Rice was carried out in august 2015 for the
Local Government Value Chain liason officers and extension officers.
ii.
A
step-down Training on the establishment of Innovation Platform was carried out
in the three participating LGAs ( INELG 15/12/2015, OOLG 16/12/2015 and YNLG
18/12/2016) . Participants were drawn from the key actors along the Value
Chains of cassava and rice. A total of
176 farmers were in attendance made up of 146 male and 28 female from
the three LGAs.
iii.
Workshop/Training
on Matching Grant.
A Workshop on Matching Grant was
conducted at the Ogun State SPMU on 13th November 2015, by Mr. Adamu Faruna (Consultant from NPMU )
and Chief Esinulo Basil Kennedy (MEDA).
A total of 24 participants which includes the LGVCLO , Extension and from
Ogun SPMU participated at the Workshop.
2.8 TOT Workshop For Rural Institution
Personnel of IFAD-Assisted VCDP
The 4- day
Training of Trainers (TOT) Workshop on Rural Institution Development personnel was held
at Neu-gate Hotel & Suites Abeokuta for Ogun State SPMU members,
Local Government Value Chain Liaisons
Officers and representatives of farmers groups across the three participating LGAs of Obafemi-Owode, Yewa North and Ijebu
North East in Ogun State. A total 30
person were in attendance
3.0 Component
3: Programme Management and Coordination
This component ensures that the Programme is
efficiently and effectively managed to achieve expected results. Gender, youth,
environmental, knowledge management and communication considerations are
integrated in all aspects of Programme management. Achievements under Component
3 in the first semester of year 2015:
3.1.
Needs Assessment Study
Participatory
Rural Appraisal/Needs Assessment activity has been carried out in 7 of the
identified production clusters across the three participating local government
areas. The study is to ensure the entrenchment of the demand driven development
approach of the programme in determining project intervention activities.
3.2. Implementation Supervision Mission
The First
Joint IFAD/FGN implementation support supervision Mission was concluded in the
month of May 2015. Also, the 2nd Implementation Support Mission held between
9th -23rd October 2015 visited the State from 14th-17th October, 2015.
3.3. Conduct of Baseline Survey
The VCDP Baseline Survey was
conducted in the 3 particpating LGAs and 1 non-participating LGA in the State
in July 2015. The conduct was preceeded by
a step-down training of the TOT Workshop on the Baseline Survey held in
Markurdi at the SPMU level by the Dr. Okonjo(NPMU Consultant) and Mr. Achem.
The data has been analysed and report written.
3.4. Inauguration of Value Chain Steering
Committees ( VCSC)
The State and Local Government Value Chain Steering
Committees were inaugurated in the year
under review. The State Value Chain Steering Committee was inaugurated on the 3rd December 2015 at the conference hall of the
State Ministry of Agriculture, under the chairmanship of the Honourable
Commissioner for Agriculture, Chief (Mrs) Ronke Sokefun. Meanwhile, the inauguration of the Local
Government Value Chain Steering Committees
was conducted between the 18th
and 30th December 2015.
