II. IFAD Country Programme Review Workshop
The IFAD Country Programme review was held on Monday 18th
August 2014 at Rockview Royale Hotel Abuja.
In attendance was the IFAD Regional Director for West and Central
African, Mr Idis de Willebois; IFAD Country Programme Manager Atsuko Toda; as
well as officials of the Federal Ministry of Finance, Federal Ministry of
Agriculture and Rural Development and key staff of IFAD funded programmes in
the country. The Ogun State Perm Sec. Engr. Bisiriyu, the P.M, OGADEP
Mr.I.O.Onasanya ( represented by Mr. O.A.Adeleye ,D.R&T) and the SPC also attended the Workshop.
The objective of the workshop which were:

Review of the Performance of IFAD funded
Programmes in Nigeria.
·
Identify and proffer solutions to key
implementation challenges in the Nigeria Country Programme Portfolio.
·
Agree on indications for measurement of
Programme Performance
III.
Conduct
of Programm Start-Up Workshop
The Programme Start-up Workshop was held on the 19th of August 2014 at the
Rockview Royale Hotel Abuja. The Ogun State Perm Sec. Engr. Bisiriyu, the P.M,
OGADEP Mr.I.O.Onasanya ( represented by
Mr. O.A.Adeleye ,D.R&T), the
SPC and SPMU members attended the Workshop. Also representatives
from other 5 VCDP implementing States, NPMU members and key staff of the
FMA&D .
The
main objective of the Start up Workshop was to introduce the concept and
implementation arrangements of the IFAD Rice and Cassava VCDP to participants.
IV.
VCDP
Programme Facilitation Training (PFT)
The
VCDP PFT that was held in Abuja from 23rd September to 4th
October 2014. The Training was organized to familiarize VCDP staff with
Programme Documents and implementation arrangement of the VCDP at both Federal
and State levels. Also, each of the 6 participating State developed its
own 18-Month AWP& B and Procurement
Plan, which were later finalized and sent to the National Office.
V.
VCDP Stakeholders Sensitization Forum
On 28th of
November, Ogun State hosted 2-Man team comprising Dr.Oyebanji (Team Leader) and Dr. Onoja (
VCDP NPC) for a Sensitization Forum with key Stakeholders in the Rice/Cassava Value
Chain Development Programme (VCDP).
The Forum which was held on Friday
28th November 2014 at the Oba Complex Governor’s office oke-mosan was chaired by
the Hon. Commissioner for Agriculture(HCA), ably represented by the Engr.I.O.
Bisiriyu ( Perm. Sec. MOA.) who read the welcome Address of the HCA. Also
present was Mr. I.A.Onasanya (Programme Manager OGADEP) who stood in for the PS
Agric and himself. The aims of the forum were;

To bring together the key Private sector in the
VCDP and facilitate interaction and networking among them and Programme Staff
·
To give overview of the Programme including
Components and Implementation arrangement
The forum recorded 127 attendant,
with participants comprising representatives of RIFAN, AFAN, Agro-Input dealers
from the 3 participating LGAs, Farmers’groups, LGA officials, Staff from State
Ministry of Agriculture, Ministry of Budget & Planning, Ministry of
Finance, and so on.

on Participatory Rural Appraisal (PPRA)
A Training of Trainners (TOT) Workshop on PPRA
was held at Federal Ministry of Agriculture
Minna Niger State from 1st
to 6th of December 2014. The TOT Workshop was attended by the

There was practical
demonstration of the conduct of PRA into
villages in Niger State . It is expected that the Training be step down to
the local government levels of all the
participating States.
VII.
Identification
of Production/Processing Clusters and Farmers Organizations across the 3
Selected LGAs.
In December
2014, the State SPMU members commenced visits to the 3 participating LGAs both
to sensitize the LGA and farmers’ group on the concept and implementation
arrangement of the VCDP, and also
identify production/processing/Marketing clusters. The following are list of

It
is important to note that most of the groups identified were involved in most aspect of the value chain for both crops
that is production, processing and marketing. The groups are being guided on
forming their groups along the value chain.
VIII.
Advocacy Visits
to the 3 LGAs
All the three selected Local Government
Councils have been formally informed of their participation in the
Programme. Advocacy visit was made to
Yewa- North on 16th Dec,2014. The visit to the other LGAs were put on hold due
to the non availability of the Local Government Chairperson. Efforts are being
intensified in this regards.
Meanwhile, sensitization visits have been
made to Communities around the
identified production clusters in the three LGAs. A total of 10 visits have
been embarked upon. visits.

X.
Inventory
of Service Providers
The process for having the inventory of
service providers has commenced.
A list
of 70nos of existing service providers cutting across various fields was
received from the State Fadama Coordination Office. The list is being evaluated
and will serve as a base to build upon.
XI.
Identification
of Input dealers
Agro-input dealers in the VCDP
participating LGAs in the State has been identified. The dealers identified
also participated in the Federal Government Growth Enhancement Scheme(GES). Meanwhile, a
relationship has been established with
the Apex of the agro Input dealers in the State.

XII.
Identification
of Micro, Small & Medium Enterprises(SMEs)
A total number of thirty (30) existing
MSMEs mostly on Cassava in the State has
been identified. However, most of them are not in production due to (i) Market
failure as a result of policy shift by Government especially on High Quality
Cassava Flour (HQCF) and poor access to credit.

Forum
An off-takers’ s forum is being proposed
for the second week of March 2015.
XIV.
Identification
of Relevant Research Institutes for Rice and Cassava within the State/Region.
The following relevant research institutes
have been identified;

Training Ife/Ibadan.

xv. Visit
of Dr. Olaniran to Ogun State
The Nigeria Permanent representative at
IFAD in Rome, Dr. Olaniran, who was also a former Commissioner for Agriculture
in Ogun State paid a courtesy visit to His Excellency, Senetor Ibikun Amosun
FCA, CON, the Executive Governor of Ogun State on Monday 22nd
December 2014. He was accompanied by Mrs Atsuko Toda ( VCDP Country Programme
Manager ) and Dr. Onaja (NPC).
XVI. Others
The MOU was referred to the State
Ministry of Justice and still being awaited. we hope to get it completed by
next week.
The payment of Government counterpart
fund contribution is being followed up but yet to yield the expected results.
